what is the standard form of the equation? 3x=2y-4?

I believe the answer would be 3x-2y=-4 because the x and y need to be on the same side, am I right or wrong?

The standard form of a linear equation is:
Ax + By = C
where A ≥ 0, A and B are not both zero, and A, B, and C are integers whose GCF is 1.

You have to put Ax first, so you're right:

3x - 2y = - 4
